In Guildford and Esher, which are in Surrey, that London regime does not apply and only some treatments need registration with the council. Licensing is the clearest local difference between London and Surrey salons.
Special treatment licences in Richmond, Wandsworth and Kingston
Richmond, Wandsworth and Kingston each say that, under the London Local Authorities Act 1991, premises offering special treatments commercially need a licence (see Richmond, Wandsworth and Kingston). Sutton says the same for piercing, tattooing, laser, nail and massage treatments, and Lambeth lists manicure, pedicure, electrolysis, sauna and UV tanning among its special treatments (see Sutton Council and Lambeth Council).
#### Nails, massage and laser: which treatments need one
Kingston and Sutton group treatments by risk, with nail, massage and light treatments in their medium-risk lists and laser among Sutton's high-risk treatments (see Kingston Council and Sutton Council). Lambeth bands its fees by treatment type (see Lambeth Council).
Treatments only in clients' homes
Sutton lists fully mobile services from a vehicle or in clients' own homes among its exemptions, and Wandsworth also says no licence is needed for treatments only in clients' homes (see Sutton Council and Wandsworth Council). If you run a mobile service alongside a salon, we describe the two separately.
Adding a treatment means varying the licence
Sutton says that to add new treatments you must apply to vary your existing special treatment licence (see Sutton Council). If your Sutton or Kingston salon plans lash lifts, laser or massage, we wait for the variation before adding the service to your menu, booking system and Google profile.
Guildford and Esher: registration for skin piercing and similar work
GOV.UK says special treatment licences apply in Greater London; elsewhere, tattooing, semi-permanent skin colouring, cosmetic piercing, electrolysis and acupuncture are registered with the local council (see the GOV.UK skin piercing and tattooing licences). Guildford Borough Council and Elmbridge Borough Council, which covers Esher, both publish registration pages for this work (see Guildford Borough Council and Elmbridge Borough Council). Nails and massage are not on that list.

Salon marketing in SW London and Surrey works when clients can see what you offer, when you are free and that your premises are properly licensed or registered for the treatments you advertise. Do salons in Putney, Sutton and Kingston need a special treatment licence?
For many treatments, yes. Wandsworth, Sutton and Kingston each say premises offering treatments such as manicures, massage or laser need a licence under the London Local Authorities Act 1991. We only advertise treatments your licence covers, and we suggest checking your council's list before adding a new one.
Is the rule the same for a salon in Guildford or Esher?
No. Both are in Surrey, so the London licensing Act does not apply. GOV.UK says that outside Greater London, work such as cosmetic piercing, semi-permanent make-up and electrolysis is registered with the council instead, and Guildford and Elmbridge publish their own pages. Do we need a licence for treatments in clients' homes?
In Sutton, fully mobile services and treatments in clients' own homes are listed as exempt, and Wandsworth says the same about home treatments. If you also run a salon, the salon still needs its licence. We describe home visits and salon services as separate options so clients see the difference.
Can we list a new treatment before the council approves it?
No. Sutton says adding treatments means applying to vary your special treatment licence. Listing a treatment before that change is approved can mislead clients, so we keep your service list, booking system and Google profile in step with what your licence actually covers.
