The important caution is equally practical: broader availability does not establish that a particular audience, offer, conversion event or measurement design will produce incremental pipeline.

Contextual relevance with stated privacy boundaries
OpenAI says ads are clearly labelled and separated from ChatGPT answers, that advertising does not influence answers, and that advertisers do not receive people’s private conversations. It says personalization may use current-conversation context and, depending on country and user settings, broader ChatGPT context.[1]
That should prompt an implementation review, not a blanket privacy conclusion. A marketer still needs to understand the applicable market, user settings, consent controls, data-processing terms, conversion implementation and its own internal approval rules.
